Think about a real traffic light turning green, the signal that finally means "go." A movie gets its own version of that same signal.
Giving a movie the green light means it has officially been approved for production. Before that moment, a movie is just a Project, an idea that might or might not ever get made. Once it is green lit, the people involved can actually start Pre-Production and move toward filming for real.
