Imagine everything you would need to do before actually building a treehouse: drawing up plans, gathering wood, and picking the exact tree, all before hammering in a single nail.
Pre-production is that same preparation stage for a movie. It is the preparatory work that happens in the months before filming, called principal photography, actually begins: hiring the crew, scouting locations, casting remaining roles, and locking in the Budget.
